NEW YORK / RankWire.AI / – Amid ongoing global discussions on the regulation of emerging technologies, a fresh UN platform dedicated to artificial intelligence in international peace and security is set to launch on Thursday, October 22. The UN Institute for Disarmament Research is unveiling this initiative through its Centre of Excellence focused on AI, Peace and Security. The forum will also explore AI’s application within military contexts. According to the institute, this is the first and only multi-stakeholder platform of its kind within the UN system to date, addressing such complex issues.

During a UN press briefing held in New York on Tuesday, Robin Geiss, the Director of UNIDIR, shared the objectives for this new forum. He emphasized that the platform aims to bring together participants from all relevant sectors and regions worldwide. It is anticipated that defence technology companies, software developers, subcontractors, and investors will participate in consultations. These stakeholders will collaborate with governments, civil society organizations, academic institutions, and experts. The centre supporting this initiative was established earlier this summer, marking the UN’s first permanent forum dedicated to these critical issues.

Geiss highlighted that the forum has three primary objectives. The first involves developing a framework for responsible industry conduct based on voluntary, practical guidelines, intended for companies designing and developing AI tools for military applications. The second goal is to create an AI security lexicon that clearly defines terms like autonomy, safety, and security. The current inconsistent usage of these terms by different stakeholders leads to ambiguity, which can undermine trust and hinder cooperation.

Armed groups benefit from more accessible AI tools

The third goal focuses on addressing the danger of AI misuse by non-State armed groups. Geiss explained that such groups could leverage AI for operational planning, execution, and logistics. As AI tools become more user-friendly, non-State actors are capable of conducting more sophisticated military operations. This concern builds upon earlier UN efforts related to technology-related threats from armed groups. UNIDIR, based in Geneva, is recognized as the UN’s independent research institute on disarmament issues.

According to Geiss, AI is increasingly poised to overshadow human decision-making in warfare. Currently, it is employed by armed forces for intelligence analysis, target identification, operating drones, and cyber-attack coordination. He warned that human judgment is being displaced, even in nuclear-related areas. Additionally, AI accelerates battlefield operations, enabling forces to engage a record number of targets daily. However, many of these systems operate with opacity, raising concerns about errors and unintended escalation.

Major nuclear powers support UN initiative

Geiss pointed out that geopolitical rivalry remains a significant obstacle to establishing international regulation for military AI. Nonetheless, he noted that concerns about the technology are shared across different political perspectives, including among the world’s leading powers. He referenced a September U.S. proposal for an AI notification mechanism with China, which aims to enable the two largest military spenders to alert each other of AI-related incidents. He described this initiative as evidence that anxieties about AI cross political divides.

All five principal nuclear-armed nations have contributed funding to the Centre of Excellence, Geiss confirmed. The countries are the United States, Russia, China, Britain, and France. The UN Secretary-General has consistently called on stakeholders to avoid crossing a moral red line concerning autonomous weapons systems. He advocates for stronger regulation and the development of a legally binding treaty to govern lethal autonomous weapons. Geiss added that these calls are increasingly gaining support within the international community.
